The 1898 state constitution established the Railroad Commission of Louisiana, which was renamed the Public Service Commission in the 1921 constitution. This map, printed just after the start of World War I, shows a web of railroads-some bearing travelers and freight the length and breadth of the state and beyond, others operating, in today's parlance, within a single ZIP code.

As the 20th century advanced, the Public Service Commission's regulatory mission grew to embrace not only common carriers like railroads, but other public utilities including power and water companies and those operating telephone services. Many of the rail lines active in 1916, meanwhile, were consolidated or became defunct as commercial and personal transportation options-airplanes, automobiles, trucks-increased.
